European Commission – Project Cycle Management Guidelines

Most of the first 13 pages or so can be skipped as they relate specifically to EC programs.  The remainder of the document, while somewhat technical, offers an excellent perspective on project cycle management.  The charts can be a bit intimidating, but they are quite helpful once worked with a bit.  And there’s a great list of online resources at the end.
